Checked with both LibO 3.4.6 and LibO 3.5.4 RC2:

That depends on your settings in
Tools > Options > LibreOffice Writer > General > Settings

☑ Enable char unit  [enabled]
(= ch, line, pt)

☐ Enable char unit  [disabled]
(= cm)
