After trying all the hints (registry entrys etc.) , without success, today  I
found a temporary solution, which works - at least for my setup. 

When I switch the windows desktop theme from an Aero desktop design to a basic
design, all the menus appeared instantly - even with an open libreoffice
application! Switching back to what ever Aero design, the fonts dissappeared
instantly. 

I have checked, if the desktop themes use a different font. But nevertheless if
I use an Aero or a basic design, the font is always "Segoe UI". 

And it makes also no difference when I switch the font-size from 125 to 100
percent and vice versa. 

Here is my configuration:
