1 OK to start with

1) all column ranges are from row 4 to 1048576
2) a new row 32 is inserted
3) all column ranges are from row 4 to 1048576
copy row 36 and paste in new row 32
4) what is the logic to create all these new rules for columns that are not
used in the sheet?

I know this doesn't happen if Copy and paste special is used but an accidental
Paste instead of Paste Special really screws things up and takes time to fix.
