Can confirm too (win7 x64)
LibreOffice_6.1.0.1_Win_x64.msi
LibreOffice_6.1.0.1_Win_x64_helppack_en-US.msi
When reverting back to old help (LibreOffice_6.0.5_Win_x64_helppack_en-US.msi
), it does work (shows help in LO popup window) 

Not sure where to find this " rc1 (build
378e26bd4f22a135cef5fa17afd5d4171d8da21a " to test it.
