The style "Heading 4" is not assigned in the chapter numbering. The chapter
numbering has
level 1: none
level 2: Heading 1
level 3: Heading 2
level 4: Heading 3
level 5: Heading 5

Reassign the heading styles to the levels and Navigator will show it.

Of cause it needs do be investigated, why the chapter numbering is this way.

If I bring the attached doc-document to current docx format by Word 365, then
the headings are correctly bound to the levels in LibreOffice.
