Description:
HEX2DEC is limited to 10 hex characters. In today's world that is not enough. 
It should be expanded to 64 bit.

Steps to Reproduce:
1. =HEX2DEC("30000000000")

Actual Results:
Err:502

Expected Results:
3298534883328


Reproducible: Always


User Profile Reset: Yes


OpenGL enabled: Yes
