I think I made some progress on reproducing this.

After turning on CTL language in Tools -> Options, if I choose the overlapping
text and look at its font (Format -> Character...), the CTL font shows "Arial".
 After changing it to a font that actually provides Tamil characters, e.g.
Nirmala UI, the overlapping disappears.

I pasted the Tamil text with "Edit -> Paste Special -> Paste Unformatted Text",
so I have no idea why the font is automatically set to Arial.  Also, when
pasting Tamil text into Title style, the CTL font is also set to Arial, but no
overlapping happens.

@Xisco, can you try changing the font of the text to Arial manually and see if
you can reproduce the overlapping?
