I tried with 64-bit master 6.4+. 
I downloaded full CSV which is unzipped 2 GB (!)
I opened via File-Open, using default settings.
Document load was slow, I'd say as expected. 
Message was: "The data could not be loaded completely because the maximum
number of rows per sheet was exceeded." because it has more than a million
rows. 
I'll close as WFM.
Please test with new LO 64-bit version.
