I'm not sure I have completely understood the problem. Does the PPD for the
printer itself contain a page size entry for the DL Envelope paper size and
that one is not selectable in the LO print dialog?

Can one of those affected please attach the PPD file for the printer?

Is it still a problem with LibreOffice 7.0?

In current LibreOffice versions, the checkbox that needs to be enabled ("Use
only paper size from printer preferences) is now available right in the "Paper"
tab as well, so it's clearer how that can be enabled.
