There's nothing strange here. 
DOCX has PNG image in header. Maybe too light to be seen in my Word 2013.
Anyway, it can be seen directly in the DOCX. 
Writer shows it as it should look. 

Bug report wasn't precise and confirmation was wrong (Ian, please add some
value, as I sent you the email, instead of just confirming). 
I added some explanation to clarify what's (not) strange.

We may have a bug with "washout" but this example is not good.
We need another proper example that would presumably be "washed out" in MSO and
full color in LO.

Please respond only if you have such as example. 
Otherwise this report may be closed, this is "NotABug" so far.
