Steps to reproduce:

1. Create a new presentation.
2. Write a text box with enough paragraphs to get resized to fit.
3. Select something other than the textbox or just click its outside a couple
of times, so it's deselected
4. Double-click the text box.

You should see:

1. The viewport moves somewhat - with a new toolbar opening up, that had
earlier not existed at all.
2. In some cases (e.g. should happen due to the large amount of text) there is
a change in the page zoom when leaving and entering the frame's editing state.
That too triggers movement.
3. There's a short delay until Impress becomes responsive again. 

Tested with:

Version: 6.3.2.2
Build ID: 1:6.3.2-1
CPU threads: 4; OS: Linux 5.2; UI render: default; VCL: gtk3; 
Locale: he-IL (en_IL); UI-Language: en-US
