Thanks for posting the video. That explains much better, how you try to
increase the bullet size.
However, I still cannot reproduce your bug report here.

Can you do some more experiments for isolating the bug, like
- use a different template
- position the cursor at different positions before invoking the bullets'
dialog
- use different fonts

Interestingly, in your video the initial relative bullet size is at 0%, while
here on my machine it is 25% when I open you ODP file.
