Try other mirrors listed in
https://download.documentfoundation.org/libreoffice/stable/7.0.3/win/x86_64/LibreOffice_7.0.3_Win_x64.msi.mirrorlist
and see if you can find one not blocked by AVAST.

Most likely this is AVAST's over-agressive blocking and there is not much
LibreOffice team can do here.
