I have done a full factory reset ticking both boxes under the reset option for
good measure. 
Unfortunately this doesn't fix the problem, however running in safe mode does
solve it.
It's a shame i can't tell you in what version I started noticing it in.
Who knows, it may be a graphics driver thing but as i mentioned, it seems oddly
specific to Libreoffice launcher and i've not noticed any issues in any other
applications or games.
