Can confirm sort of.

When used with other assistive technology tools, e.g. the F10, F6 focus and
<Tab>/<Cursor> movments the menu items are fully exposed in the HC theme passed
in from WDM.  Windows 10 HC#1, HC#1, Black, White all are functional using
keyboard or mouse movements.

Just the visual of the controls without focus really sucks.

Affects other HC Windows themes, GrayEve for example.

So, there is some additional LO dev effort needed for Windows HC mode theme
being passed in from WDM--but effort would be better spent on addressing bug
118320 to implement more complete theme support for UWP based UI from the WDM.
