Changing anchor from 'as character 'to character' changes the whole position of
the image

Steps to Reproduce:
1. open attachment 163654
2. Select figure 3
3. Select to anchor (image jumps up) (above: The following examples..) -> ODD
4. Undo
5. Save as DOCX
6. File reload
7. Select to anchor (image jumps up) (above: The following examples..) ->
expected

Actual Results:
Image jumps

Expected Results:
No so, more like DOCX
