Bug 107857 is probably a duplicate of this one.  Have not marked as a duplicate
because bug 107857 comment 11 gives an explanation in xml about what is
happening.

In relation to Importance, note that bug 107857 has two duplicates itself,
which would make at least 6 duplicates, if they were applied here.
