Tremendous amount of ListLabel Character Styles created on DOCX export

Steps to Reproduce:
1. Open attachment 163771 (bug 135316)
2. Sidebar -> Styles deck -> character deck.. scroll around
2. Save as DOCX
3. File reload
4. Sidebar -> Styles deck -> character deck.. scroll around

Actual Results:
3478 list styles added

Expected Results:
Looks wrong to me
