Not saying that my proposal being 'the magic bullet' only a suggestion. Not
agreeing with your interpretation either ;-). Maybe having different persona in
mind.. 

Tools > options > language settings >  locale setting
* This is not intended as setting you change everyday (where it located
suggests that already; buried deeply) 
* It's configured based on you're system locale at installation by default (so
not something that important to be controlled at installation) [fine]
* The Locale setting is not simply 'picking a language for your document'
setting. Aside from the default document language, it controls currency/ Data
patterns and even page format (letter for US English)

This is about someone who edits (or creates) documents in different languages
(once in a while). So if you write a thesis you might do that in English.
However you do live in Netherlands/Germany. You don't change the locale. You
want the document to be in English (and having A4)

So you change the language of Default PS style or activate DF language

And if you start writing in English, you want Autocorrect adjust to that
(automatically). Having the replacement list/ Exception list English active. 

And if you open the Autocorrect -> Options dialog you except some sensible
language being active (pressing Cancel doesn't discard!). Which surely odd. see
step 9-11

Another idea: the search for "search for proper language' can be reduced by
'setting the in document languages on top? Similar to default locale: Tools >
options > language settings >  locale setting (system locale is the first entry
in the list)

Note: the main problem is that Autocorrect doesn't really adapt to context. So
wrong replacement tables being active. Or doesn't Autocorrect list adapt while
typing? With different PS/DF language set?]. If that's case it's even more
logical to open the Autocorrect options dialog with language (replacement list)
based on cursor position (language setting).
