I confirm it with

Version: 7.1.4.1 (x64) / LibreOffice Community

CPU threads: 4; OS: Windows 10.0 Build 19043; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: threaded

Steps to reproduce
1. Tools > Options > Language Settings > Writing Aids > User-defined
Dictionaries
2. Deselect 'standard [All]', OK.
3. Tools > Options > Language Settings > Writing Aids: standard-dictionary is
deselected (O.K).
4. In the document, click on an unknown word: standard.dic is offered.
2. Tools > Options > Language Settings > Writing Aids > User-defined
Dictionaries: 'standard [All]' is selected. (Unexpected)
