First of all, what is specifically suggested here, when talking about "default
template"? Is the template from template manager meant, which is named
"Default"? Or is any default is meant, which is set to be default by user? Or
are the program defaults meant, which are used by default, when user didn't
mark any template as default?

It makes perfect sense. Users struggle with modular installers, even on Linux -
try to read any support resource like AskLibO, with all those "Something
doesn't work" => "oh, component X was missing". I don't even talk about
maintenance complexity. See e.g. bug 124992, which suggests to merge help
packages in the same way as we currently have single program package.
