I could reproduce the bug in

Version: 7.1.4.2 (x64) / LibreOffice Community
Build ID: a529a4fab45b75fefc5b6226684193eb000654f6
CPU threads: 8; OS: Windows 10.0 Build 19042; UI render: Skia/Vulkan; VCL: win
Locale: ko-KR (en_US); UI: en-US
Calc: threaded

Steps I took:
1. In Writer, go to Tools -> Language -> For All Text -> More. Under "Default
Languages for Documents", set "Asian" to "Japanese", then press "OK".
2. Go to Tools -> Autocorrect -> Autocorrect Options and for "Replacements and
exceptions for language", select "Japanese".
3. Proceed with steps 3 and 4 of Jun Nogata's steps to reproduce.

(Any changes made to an autocorrect list that didn't correspond with the
document's default language had no effect on the text, hence the first two
steps)

I repeated this with a few of the other "Asian" category languages like
"Korean" and "Chinese (simplified)", with the same results.

I tried this again with a "Western" category language, both English(USA) and
English(UK), but unlike before, the bug could not be reproduced.

Steps(mostly the same except for Step 1):

Languages for Documents", set "Western" to "English(USA)", then press "OK". 
2. Go to Tools -> Autocorrect -> Autocorrect Options and for "Replacements and
exceptions for language", select "English (USA)"
3. Proceed with steps 3 and 4 of Jun Nogata's steps to reproduce.
