Not clear to me what you need. Comments are probably formatted to larger font,
you could use default size. Scroll bars are there if content is bigger than
available space, if there are many comments. Not clear about smaller text box
etc. 
But this is so commonly used, that you could have assumed that there must be
reported already. Please see bug 141038, bug 103064, bug 73953 and mark as a
duplicate.
