The "Image properties" dialog, "Type" tab in some conditions does not preserve
user typed values of location offsets.

Steps to reproduce:

1.Create an empty Writer document.
2.Insert an image.
3.Open properties.
4.Anchor to "paragraph", "horizontal->center->entire page",
"vertical->top->entire page".
5.Notice: "Position->Vertical->Top has "by" is enabled.
6.Type there something.
7.Click "ok".
8.Observe that effect is applied.
9.Click "properties" again.
10.Notice that now "by" is disabled and carries zero even tough a different
value is applied.
