PDF with encrypted using empty password

This issue is related to the bug Bug 49697 ,  but the point of view is
different. I have many financial statements that are encrypted using empty
password. There are reasons,mostly relevant for Adobe products, for using empty
passwords.  I attached a demo PDF encrypted via qpdf. 
 All viewers except Draw, don't prompt for password when the password is null.
I tested the following viewers: on Linux (Ubuntu 20.04) with Adobe Reader,
Chrome / Chromium, Firefox, Evince, Okular, GIMP, and ImageMagic, and others.
On Windows 10 with Adobe Reader, Chrome / Chromium, Firefox and Edge. Even
ImageMagic which has problems with decryption silently opens such files.

Steps to reproduce:
1. Open attached file with Draw on Linux and Windows
2. Open attached file with any of above viewers.

Current behaviour:
 1. Draw prompts for password . Also see the attached screenshot. 
 2. Press Cancel or leave the password field empty and press OK. The document
will be open
 3. Any of other viewers open the file without a prompt. 

Expected behaviour:
1. Draw should open the file without any prompt like other viewers.
