[Libreoffice-qa] Late feature (fix) for 3.6

Hello people,

I fixed the annoying header/footer separator showing up when the mouse
stays on those areas of the page (bug #46141 [0]). Now to show these,
the user needs to click on the header/footer area. A click on a
non-existing header/footer area will show/hide the corresponding
separator to allow adding it.

The commits to test and approve are [1] and [2].
