Yes, with LO Version: 4.3.0.0.alpha1 Build ID: 
46cfcd5a05aa1d13fecd73f5a25b64b8d8dd6781 (parallel installed, 
following the instructions from 
https://wiki.documentfoundation.org/Installing_in_parallel) with 
Germanophone lang- as well as helppack under Debian Testing i686 ... 
:(

And it is a regression, as older versions (LO Version: 4.1.5.3 
Build-ID: 1c1366bba2ba2b554cd2ca4d87c06da81c05d24, LO Version: 
4.2.3.3 Build-ID: 882f8a0a489bc99a9e60c7905a60226254cb6ff0 and LO 
Version: 4.2.4.1 Build ID: d4c441391e20647b3d2e8dde4d20aa868e77e515, 
all on the same system, and with Germanophone lang- as well as 
helppack) has a dotted, dashed etc. line style there ... :(

@cloph: Do the following:
1. Start Writer
2. Go to "Format - Page..."
3. Look at dropdown menu below "Style"

In former versions, you will see – hm ... is "drawn through" the 
right term here? – line there. If you click on the arrows right to 
it, you will see the other possible line styles here. In 
4.3.0.0alpha1, you will only see an empty dropdown menu entry and if 
you click on the arrows, you will see "- none -" instead of the 
different styles ... :(
