We* have modified some of the Bugzilla code, so I believe that all
users (by default) can currently change the Assigned field. If that's
not the case for you, feel free to throw a chair or something else
large at me, and we'll investigate!

* In this case, "We" == legacy modifications to Bz that we inherited
from FDO, so it's a more nebulous "We" than what we can pull out of a
git changelog ;-)
