Maybe it doesnt deserve a whole page, maybe the current Word Count section
under Writer > General would suffice.

Status bar context menu would be able to solve simple things like bug 59961,
but it wont solve the ability to define what sections of a document should be
included in the word count.

According to <
https://wiki.documentfoundation.org/Design/Whiteboards/OptionsRework >, the
kill options page is to remove options "that duplicate each other, are
dangerous, or are useless". Word count is an important feature in writer and
those who utilize it (me not included) benefit from being able to tweak it to
their needs.
