1. It's a major pain when you want to add text between the list item.
You may have simple lists in mind but things can become more complex.

How would the example above work with html with automatic numbering? It
doesn't.

The only option that comes in my mind is per different list styles. Every time
you add a paragraph without bullets some new "List <foo>" style is created. By
that you can easily switch the style and continue with the previous list. BUT
(it's a very big "but"), how are users supposed to know this? It would also
clutter the list of list styles, makes it hard to figure out what is being
used. 

So my take is NAB.
