No, repositioning the Properties was done with the main menu reorganization. A
function of applicable scope. 

Page -> Properties
Slide -> Properties

You'll note that on Impress applicable to the Slide object, on Draw it is the 
Page object but that the layout is consistent (the Properties is not on the
Format menu) and controls the specific page or slide of the ODF document.

On Writer it is Format -> 'Page style' as it is linked to Paragraph style
handling and other configuration of the entire ODF Text document

On Calc it is Format -> Page (actually also page style), though one could argue
to place it on the Sheet menu. But like Writer it configures layout of the
entire Spreadsheet as a document.
