I think it is implemented like this.

My proposal for the text:

Track Changes: Document contains tracked changes and recording is enabled.
[Show Toolbar]
Track Changes: Recording of changes is enabled. [Show Toolbar]
Track Changes: Document contains tracked changes. [Show Toolbar]

Adding Seth since he always has good ideas for strings.
