Unfortunately, Track Changes is not a content sensitive toolbar, but 
it would be nice to create a "semi-context sensitive" toolbar here, i.e.
enabling it with the button of the infobar should be limited only for this
document. "Hide Toolbar" button is only a quick workaround for this problem.

Indeed. Maybe tt would be fine a "Document Inspector"-like feature.
