Well, if we want to be sure that the user is notified about tracked changes
that are not shown as such, and/or that modifications will be unvisibly
tracked, I think it is better not to rely on the visibility of the Track
changes toolbar. The objective of tdf#125909 would be best met when the infobar
is always displayed - in the situations described in comment #18.
