This needs no complication more than needed. 
I see 2 issues here 
1. is Continue action from Comment 3 is correct? looks so. 
2. it should be in Help, just where? F1 on Continue gives missing help for
uno:ContinueNumbering", should it have is own help page with just that snippet
or be part of some more explanation (I prefer that).
