Can't reproduce.  The Properties deck for a draw object placed onto a Writer
canvas does expose both Paragraph and Character content panels *when* the text
block of the draw object has text cursor focus.

At that point it functions the same.  If anything, the Draw instance of the
deck is wrong, content panels should not appear *until* there is a text entry
being made with text cursor focus onto the text element.
