Format > Image > Color... it's straightforward IMO. And Draw is not a tool to
manipulate raster graphics.

You can resize the height of a toolbar only when detached. If you keep the
Image toolbar docked it will be the right-most item. Admittedly not shown for
window size less than ~1400px.
