Then what is the difference between templates and master slides? In PowerPoint
the master slides are also called master templates, so there is actually no
difference.

I know this, but the behavior is not what I intend to do/have. If I work on a
presentation where I want to have a text field for footnotes on every single
slide except for the title slide, there is actually no other way to have this
text field on every slide than adding, adjusting and formatting it manually on
every single slide which is painstaking for no real reason.*
The layout can only be changed in normal edit view and after editing one of the
text fields the formatting (of text) will apply to the other text fields, too.
Also it will not apply to a new slide.

*The only work around is, to create a slide with text area for the footnotes
and then copy and paste it. But using the button 'New slide' or 'Ctrl+M' will
not give a copy of the main design or template or whatever we should call it.

I have no idea what the restriction are with the ODF, but I think there is a
need for this as you can see with the repeated requests for this. Just calling
them dublicates and remind of the closed status of the original request will
not solve the issue.
