If the default is English and you switch to Russian with "For the current
document only" the document becomes Russian. But it will be English at the next
start. Without the option "current document only" it remains Russian after
switching. Works like this for Writer and Calc and as a module-agnostic
function it ought to be correct.

Please elaborate. Changing the language for the current document should be done
elsewhere, of course.
