As well as access to the character that _are_ a part of your keyboard. A part
of your keyboard layout, to be precise.

Als, I don't think that you will call any character that is present in the font
but missing on your keyboard layout a "special character". :)

Liberation Serif, for example, have glyphs for Russian language. Would you call
these characters "special"? Of course no.
