Found different way to illustrate the perceived problem. Mission: change
numbered list to bulleted list. 

1. Have numbered list
2. Click Bulleted button -> Now you create a new list (not intended)
3. CTRL+Z
4. Now click drop down button part of bulleted list & select an entry (now the
current numbering replaced by bulleted -> intended)

Obviously there are ways of achieving to goal, so we can go the this is not a
bug but a feature. Except I find it particular one.

The behaviour as found here does existing in MSO 2003 but not anymore in at
least Office 365
