Agree. 

A symbol or punctuation being scaled upward to fit the specified height of the
dropcap looks horrible--but is not incorrect.

IMHO most reasonable would be to exclude use of certain glyphs, only using
"literals" for each locale/script. Question would be how to organize that list.

And, help/documentation would need a tweak.
