I cannot confirm the problem. I can increase the number of heading rows with
the spin button and the generated table has the number of heading rows as set.

Tested with Version: 7.3.2.2 (x64) / LibreOffice Community

CPU threads: 8; OS: Windows 10.0 Build 19043; UI render: Skia/Raster; VCL: win

Perhaps your table has not enough rows? Set the number of rows to 20 in the
upper part of the dialog, for example, and try again.
