It's not a common term, it's just vague. Also, look at "Insert". It has
commands for both rows and columns - but all of these commands are "Insert
something". Same for Delete. Not at all the case for "Size".

More naming alternatives for option (1.): "Resize Row/Column", "Row/Column
Resize", and the same with "Adjust" rather than "Resize". Just adding some more
ideas.
