I do not consider the color of _pages_ of content as a part of an application's
UI theme. It's a different kind of setting. And I doubt - though I may be wrong
- that page colors, as opposed to UI element colors, are part of the "system
defaults".

PS - I don't really have a dog in this fight personally since I don't use Dark
Mode on my PC.
