Believe this is a result of work on bug 99708 to provide per-document height
for the Formula bar's input window.  

At 7.4 the input window toggle "arrow" is now the only way to expose the
default 6 line height of the input window.  It can't be dragged larger and
there is no UI means to set the value (a range of 1 - 25 lines).

The "FormulaBarHeight" default value of 6 lines is written out to document
archive.

Some means to adjust when using the UI would be helpful.
