Or use Navigator, and its "move chapter up". When you do that, it moves not
only a heading, but also all the paragraphs that "belong" to this chapter. This
is the normal expectation; and when talking about list *items* (not "list
entries", which are individual paragraphs that form list items - individually
or in groups), the "move item" must follow the same idiom.
