Nice catch. The argument against consistency is that you don't _insert_ the
dimension line but _modify_ it. This would be true for any other option on the
context menu, which itself stands for "modify". So I agree with consistency,
not least because of unnecessary localization effort.

The command is .uno:MeasureAttributes in
officecfg/registry/data/org/openoffice/Office/UI/GenericCommands.xcu
