Ok, but then the question is: Does LO, internally, hold a mapping of language
to quotation marks choice, or does it currently only hold a single choice?

If it's the former, then it's a proper bug for the dialog to only expose one of
these choices. If it's the latter - then, it's also a bug, because there is no
universally-viable pair of quotation marks. But then it's not a dialog bug.

At any rate, I don't believe it's an enhancement request.
