This changed in 4.4 intentionally with 961ed635515a346a4395b4abf29675e121ddd8ab
show pointer_move arrow when passing over an object boundary

which removes the guessing you have to do when trying to find the edge of a
pres_obj in impress after text has been filled in and there is no visible
border anymore

Telesto: I don't agree with you that this behaviour is problematic. It is
better than the old one. The hit area for selecting the box object is smaller
than the area to focus inside the text.

Adding UX team, I propose to close this as wontfix.
